Islamabad is all set to receive the tallest building of Pakistan, with a project planned by Pakistan Aviation Authority (PAA) in the Blue Area, which is Islamabad’s main business hub.
Islamabad mostly has a low-rise infrastructure, with the scenic beauty and hilly landscape giving it most of its identity. The Pakistan Aviation Authority has stepped forward in adding to the capital’s identity with vertical infrastructure development. The Pakistan Aviation Authority (PAA) owns a 9000 square yard plot in the Blue Area, Islamabad, on which it plans to develop a multi-purpose skyscraper with approx. 25 stories. The building will provide multiple functions, such as aviation, commercial, and recreational.
Structure of the Planned PAA Building
The building is planned to cover an area of 1,240,990 square feet with structural properties, which are listed below:
- A central atrium extending from the ground floor to the rooftop
- Six basements for parking
- Curved architectural design
- Double-glazed curtain wall
- Green courtyards
The above-mentioned characteristics display a sustainable approach towards development through the inclusion of green courtyards. The building will also feature double-glazed curtain walls, making the structure energy efficient, reducing heating and cooling costs.
Functions of the Planned PAA Building
The skyscraper will integrate multiple uses and functions involving recreational, aviation, and commercial uses. The various functions offered in the building include:
- PAA offices
- Airline headquarters
- Business and conference facilities
- Banks
- Recreational and fitness amenities
- An aviation museum
- An art gallery
- Day care
- Food courts
- Hotel accommodations.
Developmental Status
Architectural Design: The 25-story skyscraper's architectural design was developed by National Engineering Services Pakistan (NESPAK).
CDA Approval: The CDA has approved the building plan, giving the green light to PAA for development. The design was evaluated and approved by the CDA's Design Vetting Committee (DVC) at the CDA Secretariat, in a meeting chaired by Member Planning and Design Dr Muhammad Khalid Hafiz, attended by senior PAA officials, including the Director Planning and Development, Additional Director ADP (M&E), and Deputy Director Architecture.
Environmental Clearance: The PAA has applied for the approval of the Pakistan Environmental Protection Agency (PEPA) as a requirement for large-scale development projects. PEPA issued a public notice for feedback on the project from the public and other stakeholders in a public hearing, which was to be held on 18 May 2026 at the Crown Hotel in Islamabad.
Effect on Islamabad’s Real Estate
Islamabad has mostly experienced horizontal development for the last few decades, with most of its area still being underdeveloped. The growing city demands multiple-use and mixed-use developments. Most of the tallest buildings and towers in the city were developed between the 1980s and 1990s. Such old developments today no longer support the needs of modern corporate and commercial requirements of multinational companies, financial institutions, and major domestic corporations.
Blue Area is the commercial and business center of Islamabad. The development of this new skyscraper will set the ground for further mixed-use urban development in the city to increase the population density and provide a sustainable city structure. This will boost the local real estate through greater commercial and recreational demand, followed by higher rental yields and ROIs, stirring the overall market.
PAA is planning to develop a ground + 25-storey building in the Blue Area to offer multiple uses such as aviation, recreational, and commercial. The design developed by NESPAK is approved by CDA and is now seeking environmental approval from PEPA. This project is expected to become Pakistan’s tallest building, setting an example for future vertical urban development.
