The Capital Development Authority (CDA) in their encroachment drive have declared 99 housing societies and farming schemes illegal. Violations of basic standards have led to being declared unauthorized with the aim to make the public aware of projects that can cause them a loss of fortune.

CDA Operation

CDA started an enforcement operation against the administration of illegal housing societies with no effect on the general public. The aim is to ensure that sales and administrative work is carried out by the societies.

• Shaheen Town on Lethrar Road

The lawless activities of these societies were targeted by sealing

• The main headquarters
• Marketing offices
• Site Offices

The target societies lie in Zone 3 and  Zone 4 of Islamabad

Cause of Legal Issue

The shortlisted societies are claimed to be illegal by CDA due to no NOC clearance provided to them. According to Director General Planning Ejaz Ul Hassan the developers of these societies despite having no NOC are still being developed. Additionally they are carrying out a social media advertisement campaign luring people for investors.

Ban on Property Trade

To control the illegal sale of land by these housing societies and to protect the general public from being scammed, CDA has placed a complete ban on the sale or purchase of land by the developers of illegal housing authorities.

Service Suspension

CDA has also decided that any utility service, such as gas, electricity, and water, should not be provided to these projects. For this, CDA has ordered the relevant utility institutions to suspend their services to the concerned residential projects.

Media Ban

CDA has also placed a ban on media outlets from collaborating with these societies. This would prevent the developers from advertising their projects to the public.

Reason for CDA Operation

The CDA launched its operation mainly against such residential projects that failed to comply with rules and regulations. The most important laws that the project developers failed to follow were:

• The CDA Ordinance 1960: Violations against sections 46, 46-B and 46-C 
• ICT Zonning Regulations 1992: Violations against section 5(1) and 5(3) 
• Planning and Development Regulations for Private Housing Societies 2023: Violations against sections 40 to 42.

These regulations lay down a standard for infrastructure development, environmental protection and public safety after which an NOC is issued. The problematic societies have not been able to follow the standards and so are operating without an NOC.
