The Capital Development Authority (CDA) has given orders to seal the offices of Bahria Enclave Islamabad on September 25, 2026. The CDA issued this order due to illegal development and expansion of the society. The offices sealed are mainly site offices and marketing offices.
Reason For Sealing Offices
According to CDA’s stance, Bahria Enclave Islamabad has been developed on land that CDA has not approved. The total approved land area was 12,543. However, the developer has developed the project on an area of 18,000 kanals. This shows serious layout plan violations by the developer.
Layout Plan Violations By Bahria Enclave
Bahria Enclave Islamabad has been accused of the following layout plan violations:
- Unapproved Development: Initially, some of the area was identified as vacant area due to its ambiguous status, but CDA claims these areas were subsequently developed by Bahria Town without the requisite approvals.
- Park Land Used for Commercial Development: CDA approved a piece of land for the development of a park. However, this was violated, and that land was used for commercial purposes.
- Two Layout Plans: CDA stated that Bahria Enclave had two sets of layout plans in official records, which have a difference of more than 200 Kanals in the areas marked for parks, playgrounds, and green spaces.
- Approved Road Not Delivered: The promised road in the main layout plan has not been constructed yet.
Previous Notices By CDA to Bahria Enclave
It's not a knee-jerk reaction. CDA said it had issued directives in March 2025 and March 2026 to Bahria Town to stop development in unapproved areas and to provide a proper layout plan according to CDA guidelines. A final show-cause notice was issued on September 15. Unfortunately, no proper response to the notice has been given to the CDA.
CDA’s Step As Part Of A Broader Campaign
This action by the CDA comes against the backdrop of a much larger trend. In the same month, the early September of 2026, CDA had ordered to seal offices of four other housing societies, including Bahria Town, Soan Garden, Jinnah Garden and AGOCHS on similar layout plan violations. All these are pointers toward the continued action by the CDA to curb the unauthorized expansion and conversion of land for amenities in Islamabad.
Effect on General Public
This action will have a profound impact on the general public as well as the buyers and clients of Bahria Enclave Islamabad. Some of these are:
- Customer Support Services To Be Affected: Various services offered by the marketing and site offices are expected to be halted or slowed down.
- Legal uncertainty: The battle over competing layout plans raises real questions over the legality of land in certain sectors.
- Careful Investment: Buyers would have to make sure that the plots and sectors in which they are investing have the legal status of a plot directly with CDA rather than depend on the overall brand image of a society.
The closure of the Bahria Enclave head office by the CDA is indicative of the seriousness of the enforcement actions being undertaken by them in relation to Bahria Enclave. As contradictory layout designs and disputed park land issues are being resolved, residents and potential property buyers should keep an eye on developments related to this matter by going directly to the CDA for information.
